Michel Heijdra is a highly educated and experienced administrator, holding three master’s degrees (Physics, Philosophy, and Theory of Science) from Leiden University, followed by a PhD from the Vrije Universiteit Amsterdam with a strong background in both science and finance. Through an ambitious and goal-oriented career, he rose from Director of Finance to a top position within EZK. In his current role, he leads the Dutch approach to climate and energy policy, with a focus on sustainability, security, affordability and international coordination.

Robert-Jan Smits is an influential policymaker and administrator who has been committed to the advancement of science and innovation in Europe and the Netherlands for decades. From key positions at the European Commission, he played a central role in the development of major research programs such as Horizon 2020 and Horizon Europe. He was also at the forefront of Plan S, a groundbreaking initiative to make scientific publications widely accessible via open access.
After his European career, Smits continued his mission at the top of the Dutch academic world as chairman of the Eindhoven University of Technology. Here, he combined strategic leadership with a strong focus on social impact, collaboration with the business community and strengthening interdisciplinary research. His work has not only contributed to innovation policy at a global level, but also to strengthening the position of science in society.
